Madness.
Springboks captain Siya Kolisi has somehow escaped punishment for a vile headbutt on Scotland’s Peter Horne during their Test match at Murrayfield on Saturday.
The incident happened in the 30th minute of the match at a ruck. Kolisi was on top of Horne and then appeared to lean back and strike him in the face with the back of his head.
Having watched it back, astonished the officials didn't spot this. Very nasty from Siya Kolisi. Even allowing for rugby's madcap disciplinary procedures, a ban will surely follow pic.twitter.com/DBgehf2D0l

But somehow the Boks flanker has received nothing more than a citing commissioner warning for the incident. Governing body World Rugby says the incident “falls just short of a red card.”
Mitigating factors apparently include Horne holding him down and the ”moderate force of the strike to the side of the head.”
