World Rugby has said in a statement that referee Craig Joubert should have awarded a scrum to Australia and not a penalty in the 79th minute of their World Cup quarter-final with Scotland.
The South African’s decision to award Australia a last-minute penalty — which Wallabies fly-half Bernard Foley kicked to win the game — resulted in a chorus of boos at full-time just as Joubert himself made a hasty exit from the pitch.
His performance and ultimate decision to award the penalty was reviewed by World Rugby authorities today and they have admitted he made the wrong decision.
