Wasps director of rugby Dai Young has confirmed that the full back won’t be joining his side next season.
It had been reported that they were in the hunt to secure the 27-year-old’s signature amid speculation he was looking for a way out of France.
But Young says a move to England is not in Halfpenny’s plans.
“He was always a bit of a long shot,” Young said.
“He’s certainly not pursuing Wasps as one of the options he wants to take forward.
“It’s part and parcel of the professional game. There were one or two other options that he’s got.
“We just wanted to be in the mix if he decides to come to the Premiership, but we’ve been led to believe that he’s pretty much decided not to take up an offer from the Premiership, which would be us.”
It would appear that the two options open to Halfpenny are a return to Wales or to stay with Toulon, with the latter looking the more likely.
